Configure TP/Home panel settings with tier, access, and rollout notes for Rust Console servers.

Setup Flow
- Run
/tp home server:"<SERVER>". - Enable TP/Home.
- Set delay/cooldown.
- Configure optional kit, role gate, and feed channel.
- Validate with one linked test user.
